全國人大會議昨日（5月23日）確認在香港實施《全國人民代表大會關於建立健全香港特別行政區維護國家安全的法律制度和執行機制的決定（草案）》議案（下稱港版國安法）。消息一出，美國、歐盟、英國、澳洲以及加拿大，均對事件發表言論，憂慮香港的「一國兩制」和在港自由。美國白容更警告，香港金融中心地位不保。《香港財經時報》一文了解各方意見。
英國、澳洲和加拿大發聯合聲明
港版國安法明顯破壞「一國兩制」
英國外相藍韜文（Dominic Raab）、澳洲外相裴恩蘭（Marise Payne）以及加拿大外相商鵬飛（François-Philippe Champagne）就北京當局審議「港版國安法」發聯合聲明表指出「英澳加對香港引入國家安全法表達高度關注」（We are deeply concerned at proposals for introducing legislation related to national security in Hong Kong）。
聲明同時指出，《中英聯合聲明》提到香港會有高度自治（ Hong Kong will have a high degree of autonomy），還規定香港市民的個人自由、言論自由、集會以及結社自由都受到法律保障。
聲明末段更強調，「港版國安法」在沒有香港市民、立法和司法機關的參與背景下審議，是明顯的破壞「一國兩制」原則（clearly undermine the principle of ‘One Country, Two Systems'）。
美國拜登呼籲其他國家譴責中國
國務卿蓬佩奧發聲明譴責中國 表示「美國與港人同在」
美國民主黨總統候選人拜登（Joe Biden）日前接美國商業與財經頻道CNBC訪問時指出，若北京在香港訂立「港版國安法」，美國必須帶領全球譴責中國。拜登又指，總統特朗普在人權問題上表現沉默，讓獨裁者更肆無忌憚，將為全球人類將帶來破壞。
美國國務卿蓬佩奧（Mike Pompeo）昨日（5月22日）發聲明譴責中國單方面肆意提出「港版國案法」，無視香港完善的立法程序及香港人的意願（The United States condemns the People's Republic of China （PRC）National People's Congress proposal to unilaterally and arbitrarily impose national security legislation on Hong Kong. The decision to bypass Hong Kong's well-established legislative processes and ignore the will of the people of Hong Kong）。
蓬佩奧續指，任何違犯《中英聯合聲明》及《基本法》所確保的香港自治及自由的權利，將無可避免影響美國對『一國兩制』和香港之地位評估」（Any decision impinging on Hong Kong’s autonomy and freedoms as guaranteed under the Sino-British Joint Declaration and the Basic Law would inevitably impact our assessment of One Country, Two Systems and the status of the territory）
最後，蓬佩奧更表示，美國會站在香港人這一邊（We stand with the people of Hong Kong）。
歐盟發聲明稱密切關注事態發展
歐盟外交及安全政策高級代表博雷利（Josep Borrell）也在昨日（5月22日）發聲明指密切關注事態發展，並提到歐盟在「一國兩制」下的香港有重大利益（The EU has a strong stake in the continued stability and prosperity of Hong Kong under 'One country Two system'），希望中方能根據《基本法》及國際承諾（即中英聯合聲明）維護香港的高度自治權利（It attaches great importance to the preservation of Hong Kong's high degree of autonomy, in line with the Basic Law and international commitments）
美國白宮官員：資金撤走 香港金融中心地位或不保
美國白宮經濟顧問哈塞特（Kevin Hassett）接受傳媒訪問時指出，投資者不太可能投資「嘲笑法治」的地方。推行「港版國安法」之後，他預計香港將會有嚴重的資金外流問題，因為外圍投資者或不再視香港為金融中心。
